To continue renewing self-control and self-responsibilities mechanism in public service sectors

Abstract

The self-control and self-responsibilities mechanism in public service sectors is implemented according to the 43 Decree of the Government in 2006. Health, natural resource and environment sectors were implemented since 2008; education - training sectors since 2009 and justice sector since 2010. Practices afirm the implementation of this mechanism to be correct and appropriate to the requirement of innovating the management mechanism, gradually enhancing the services quality. Besides, the implementation of the 43 Decree has flaws and shortcomings. Based on 3 guidelines, the author raises 5 orientation to continue innovating the self-control and self-responsibilities mechanism in public service sectors, which are: innovating the investment methods of national budget; innovating the financial self-control; innovating self-control mechanism in implementing responsibilities and organizing human resources; innovating the mechanism of ordering and assigning tasks in public service supplement; innovating the supervision mechanism.
