Abstract

Main notes in Ho Chi Minh's thoughts on the State of the people, for the people and by the people are: The State is elected and supervised by the people; with a democratic Constitution accepted by the people; the State's aim is bringing the people freedom, happiness; the State must be unified, be efficient from central to grassroots level and be transparent... On that base, the author recommmended some amendments in the 1992 Constitution on the connotation of the concept of people, on election consent principle, on highlighting the relatively independence of agencies and strengthening mutual supervision in implementing state power...
