Ensuring fairness in testing English listening ability

Abstract

    The National Foreign Language Project 2020 aimsthat learners of different grades in Vietnam have a certain English proficiency level of CEFR before graduation. VSTEP (Vietnamese Standardized Test of English ftoficiency) has been developed and applied in ULIS - VNU for measuring English ability of not only students in VNU but also available for registration for all test-takers outside VNU. In this test format, all four skills are tested and listening is one of these four components. To gain the trust from stakeholders, &uness is the main focus of VSTEP m terms of planning and developmg an Englisli listening test; ensuring the validity and reliability in scoring; test administration and access to stakeholders.
