Impact of Land Policy on Land Use Planning and Land Use Management in Mondulkir Province, Cambodia

Abstract

Mondulkiri is a poor and remote province in the northeast of Cambodia, where land management has not yet fully developed as well as lacking of adequate landuse policy. According to new land reforms, the province was prioritized and chosen by the Cambodia government to implement commune-level land use plans supported by Danida. Thus, this study aims to investigate impact of landuse policies on landuse planning and management in the province. The implementation of commune land use planning made by the Ministry of Land Management, Urban Planning and Construction, as well as other useful national strategies brought into shape the land use plans in 11 communes in the province; the existing land use provincial map, including 5 major land types and 34 sub-land types; and other thematic maps. The results showed that optimal achievement of the executing landuse plans accounted for 66.87% in the period from 2007 to 2010, reducing poverty from 44.38% in 2006 to 35.14% in 2010. As a consequence, the effects of the land policies have significantly showed that the planned execution really resulted in high land use efficiency, thus contributing to
socio-economic development, strengthening environmental protection, promoting rural livelihoods, and improving land management consistent with the plans and regulations issued by Monulkiri authorities
