Thời gian qua, tỉnh Thừa Thiên Huế đã tập trung thực hiện nhiều giải pháp đẩy mạnh nghiên cứu - thử nghiệm, phát triển và ứng dụng tiến bộ khoa học và công nghệ (KH&CN) vào phát triển kinh tế - xã hội (KTXH). Các kết quả đạt được đã góp phần nâng cao trình độ công nghệ, tạo sự chuyển biến về năng suất, chất lượng, hiệu quả trong hoạt động sản xuất, kinh doanh, dịch vụ; từng bước gia tăng hàm lượng KH&CN trong các sản phẩm chủ lực của tỉnh, tạo điều kiện thuận lợi để nâng cao năng lực cạnh tranh của sản phẩm trong bối cảnh hội nhập quốc tế. Tuy nhiên, hiệu quả ứng dụng KH&CN vào sản xuất và đời sống chưa đáp ứng được nhu cầu của nền kinh tế. Việc phát huy giá trị tài sản trí tuệ gắn với phát triển thị trường KH&CN còn nhiều hạn chế, sản phẩm thương mại hóa từ các kết quả nghiên cứu chưa được chú trọng, chưa hướng hoạt động nghiên cứu, ứng dụng tiến bộ KH&CN gắn với doanh nghiệp, chưa xem doanh nghiệp là động lực là mục tiêu để đẩy mạnh ứng dụng KH&CN vào phát triển KTXH của địa phương. Bài viết này sẽ đánh giá thực trạng và đề xuất những giải pháp đẩy mạnh phát triển tài sản trí tuệ và thị trường KH&CN trên địa bàn tỉnh Thừa Thiên Huế, góp phần đưa KH&CN trở thành động lực thực sự cho sự phát triển KTXH của địa phương.ABSTRACTON DEVELOPING INTELLECTUAL PROPERTY AND SCIENTIFIC AND TECHNOLOGICAL MARKET IN THỪA THIÊN HUẾ PROVINCE - CURRENT SITUATION AND SOLUTIONSSo far, Thừa Thiên Huế Province has focused on implementing many measures to promote research and testing, develop and apply scientific and technological advances in various fields of socio-economic development. The promotion of the value of intellectual property associated with the development of the science and technology market is still limited, the commercialized products from research results and the application of scientific and technological advances in association with enterprises have not been focused on, the enterprises have not considered as motivation and goal to promote scientific and technological application to local socio-economic development. This article assesses the current situation and propose solutions to promote the intellectual values and the market of science and technology in Thừa Thiên Huế Province in order to make science and technology a driving force for the local socio-economic development.
