Abstract

This study aims to propose solutions to motivate cad res and civil servants at the People’s Committee of - Son La province, contributing to improving the efficiency of administrative work and the quality of public services. By means of a quantitative survey of 168 cadres and civil servants and in-depth interviews, the study analyzed the current status of work motivation based on material and spiritual factors in the period 2022 - 2024. The results showed that although spiritual factors such as the working environment were assessed as relatively good, some material factors (salary, benefits) and career development opportunities were still limited, affecting work motivation. On that basis, the study proposed comprehensive groups of solutions on remuneration policies, working environment, training and development and staff planning until 2030 to build a team of dynamic, committed and professional cadres and civil servants. The recommendations from this study are also the basis for the People’s Committee of Son La province to consider and improve human resource policies, especially focusing on improving income and promotion roadmap to attract and retain talent in the public sector
