Abstract

Quang Ninh, a coastal province with a strategic geographical position and abundant natural resources, is undergoing a transformation from a “brown” to a “green” economic model. The study proposes strategic directions for sustainable marine economic development in Quang Ninh Province by integrating SWOT analysis with the Analytic Hierarchy Process (AHP). The results highlight unique natural resources and a strategic location as key strengths, while major challenges include spatial conflicts in marine use and environmental degradation. The prioritization of ten strategic groups indicates that strategies leveraging strengths and opportunities are most favored, particularly those promoting high-quality and sustainable marine and island tourism. Focusing on core advantages and effectively addressing environmental and planning challenges is essential for achieving sustainable marine economic development in Quang Ninh.
