Enhancing digital competence for commune-level public leaders in VietNam under the two-tier local government model

Abstract

Based on a conceptualisation of digital competence encompassing knowledge, skills, attitudes, digital culture, and application capacity in leadership and management, this study analyses the current state of digital competence among commune-level leaders and managers in Viet Nam. The findings reveal a range of structural and institutional constraints that hinder competence development. The article therefore proposes strategic orientations for strengthening digital competence among grassroots leaders in response to the requirements of digital government, digital economy development, and improved public governance within the two-tier local government model.
