The Role of heads of institutions in national and local governance in accordance with the 14th National Congress of the Communist Party of Vietnam

Abstract

Enhancing the quality of national and local governance has become an urgent imperative in the context of implementing the development orientations set out in the spirit of the 14th National Congress of the Communist Party of Vietnam. In this regard, the role of leaders and heads of public institutions is of particular significance to this critical undertaking. This article analyses the role of leaders in national and local governance and proposes a number of measures to strengthen their contribution, thereby improving the effectiveness and efficiency of governance in the current period in line with the Party’s strategic orientations.
