Competency frameworks for the grassroots political leader ship: International experience and implications for Vietnam

Abstract

In analysing the experiences of Singapore and China in developing, training, and evaluating 
local leadership teams, this paper indicates prominent contemporary trend is the transition from tradi
tional administrative management to a competency-based leadership model that emphasises imple
mentation effectiveness and adaptability to the digital governance environment. Core competency 
domains political and ideological competence, governance and policy implementation competence, di
gital governance competence, dialogue and social conflict resolution competence, as well as public service 
ethics and social responsibility. The study proposes several implications for Vietnam, including the stan
dardisation of competency frameworks according to job positions, the reform of leadership evaluation 
mechanisms, and the professionalisation of training and development. It also highlights the need to 
strengthen digital governance capabilities and social engagement capacities among grassroots leaders.
