Abstract

This article analyses leadership in the implementation of poverty reduction policies in 
the Northwestern provinces of Vietnam during the 2021-2025 period. Drawing on a combination 
of document analysis, secondary data, and comparative analysis across localities, the study finds 
that differences in poverty reduction outcomes stem not primarily from the scale of available 
resources or the design of policies, but from leadership capacity. Three core functions of leadership: 
coordination, resource allocation, and monitoring and adjustment-play a decisive role in narrowing 
the gap between policy objectives and actual outcomes. A strengthening solutions leadership 
capacity in line with the development of a two-tier local government system in accordance with 
the orientations of the 14th National Congress of the Communist Party of Vietnam.
