Abstract

In the most general understanding, cultural and sports institutions are organizations operate cultural and sports activities assigned by the State or social communities in compliant with laws and regulations to meet the cultural and sports demand of the people. These organizations should consist of such elements as infrastructures, facilities, and funds, organizational mechanism, staffs, regulations and operation contents. Public assets of these organizations are indispensable components of cultural and sports institutions. Therefore, the improvement of public assets management and use policies will impact on the performance of these institutions.
