Abstract

After over four years of implementing Decree No. 53/2020/ND-CP and assessing feedback from localities, it is positive that most areas have complied and achieved certain results, meeting the decree’s objectives. However, implementation has revealed various issues and obstacles, suggesting the need for policy adjustments. This article provides an assessment of the existing inadequacies and challenges related to identifying environmental protection fee payers for wastewater that have arisen in the legal enforcement process.
