Pilot testing a composite index for social adaptation to epidemics: The case of the Covid- 19 pandemic
Abstract
This study presents the development and pilot testing of a Composite Index for social adaptation to the Covid-19 pandemic in Vietnam, aiming to provide a quantitative tool for assessing the response and recovery capacity of the nation and localities during the 2020- 2022 period. The methodology was developed based on a risk governance cycle approach, structuring the index around two main pillars: (1) Readiness Capacity and (2) Risk Management and Response. Data were aggregated from official statistical sources of government agencies and sociological surveys, then normalised using the Min-Max method and combined using equal weighting. Pilot calculations conducted in Hanoi and Bac Ninh demonstrate that the index serves as an effective diagnostic tool, quantitatively identifying strengths and weaknesses in response capacity. The findings underscore the importance of establishing a flexible social welfare system and highlight the role of good governance in enhancing resilience to future shocks.
