In the context of intensifying climate change, mountainous urban flood control cannot depend exclusively on ad-hoc measures or traditional management practices. Rather, it requires an approach at the territorial and river basin scales, treating the Cao Bang urban system as a unified whole interconnected with the Bang, Hien, Gam, and Quay Son river basins.
This article proposes an integrated four-tier governance framework comprising: (1) Spatial Planning, (2) Infrastructure and Engineering, (3) Data and Technology, and (4) Institutional Governance. The framework supports the development of a “smart territory” grounded in the principle of “living with water” and provides a transition pathway from reactive response toward proactive, risk-informed adaptation.
