This article examines the application of Artificial Intelligence (AI) in innovating English language teaching and learning for civil servants and public employees in the construction sector in the context of the Fourth Industrial Revolution. It introduces various AI-powered applications and learning platforms, including Grammarly, Elsa Speak, Oxford Dictionary, BBC Learning English, Duolingo, speech recognition technologies, machine translation, and virtual reality, which support the development of language skills and improve learning effectiveness. The paper also discusses the role of AI in automating assessment, monitoring learning progress, developing digital learning resources, and personalizing educational experiences. Furthermore, it emphasizes that AI serves as an effective teaching assistant rather than a replacement for instructors, thereby enhancing teaching quality, promoting digital transformation in education, and supporting the development of a highly qualified workforce for the construction sector.
