The article presents an integrated framework of GIS, BIM, CIM, and Urban Digital Twin (UDT) to support urban planning and development in mountainous areas of Cao Bang Province. Based on an analysis of topographic characteristics, hydrological conditions, and natural disaster risks, the study proposes an integrated 3D spatial data model combined with 2D hydraulic simulation for flood risk management. A pilot implementation was conducted in the Bang Giang River basin section flowing through Cao Bang City. The results demonstrate that the CIM and UDT models enable flood scenario analysis, river protection corridor control, and decision-making support under climate change conditions.
