UNIVERSITY OF ECONOMICS - THE UNIVERSITY OF DANANG: A CENTER FOR POLICY CONSULTATION AND CRITIQUE IN SOCIO-ECONOMIC DEVELOPMENT OF CENTRAL - CENTRAL HIGHLANDS REGION AND VIETNAM
Abstract
In the context of the Central Highlands’ urgent need to refine its policy framework to foster innovation and enhance regional competitiveness, this paper positions DUE as a strategic policy advisory and critical-review hub that bridges academic research and public policy. Its objectives are to (1) establish DUE’s role in regional and national policy consultation; (2) elucidate the theoretical foundations of the “National Innovation System” and draw international lessons on integrating research into public policymaking; (3) assess the current state and effectiveness of DUE’s advisory activities across regional competitiveness, sustainable tourism, fintech, and logistics; (4) identify challenges related to resources, technology, and influence; and (5) propose interdisciplinary solutions, expanded international collaboration, Big Data-AI applications, and specialist training. Using a methodology of literature review, analysis of policy documents and advisory outputs, and synthesis of key findings, the study shows that DUE’s recommendations have been incorporated into national resolutions and development programs, clarifies its interdisciplinary advisory model, and demonstrates successful Big Data-AI implementation in policy evaluation. Based on these insights, the paper recommends completing a comprehensive policy database, establishing a “one-stop” research-policy interface, strengthening international partnerships, and providing advanced training to improve the impact and practicality of policy advisory and review.
