Abstract

In the context of digital transformation and deep international integration, the development of cultural human resources in Vietnam faces new requirements regarding competence, mindset, and governance methods. This paper analyzed how modern management and leadership theories can be applied to the process of building and developing cultural human resources. The author aimed at improving the effectiveness of cultural sector operations-an area that uniquely combines artistic values, national identity, and organizational capabilities.
