In the era of the Fourth Industrial Revolution and globalization, behavioral standards of learners play a crucial role in shaping character and moral values. This study evaluates students' perceptions of the Learners' Code of Conduct and develops an assessment framework aimed at monitoring, supporting education, and guiding behavior within teacher-training institutions. A survey of 304 students revealed that 70% had read and understood the Code, 30.2% had only heard of it or were unaware, and 87.17% rated social media-related provisions as "appropriate" or "very appropriate." The compliance rate for core behaviors exceeded 90%, although 21.1% of respondents reported difficulties with certain regulations. The findings highlight the need for further dissemination and integration of the Code to promote a positive behavioral culture and strengthen moral education in higher education institutions.
