In the early 20th century, Vietnam's administrative system underwent significant transformation under the direct control of French colonial authorities, led by Governor-General Paul Doumer. Modeled after the French metropolitan governance system, the colonial regime imposed a centralized, unified, and specialized administrative structure that gradually supplanted the traditional Nguyễn dynasty framework. This transformation was not accidental but part of a deliberate strategy to consolidate political authority, optimize economic exploitation, and integrate Vietnam more firmly into French Indochina. While this system curtailed village autonomy and increased taxation burdens, it simultaneously exposed Vietnamese intellectuals to modern concepts such as the rule of law, citizenship, and democracy. The study contributes to understanding the complex relationship between modernization and colonialism in Vietnam's administrative evolution at the turn of the 20th century.
