Power control in the process of organizational restructuring – Challenges and solutions

Abstract

In response to the urgent need for institutional reform and the establishment of a modern, effective, and efficient public administration, Vietnam's process of restructuring the organizational model of the state apparatus has advanced vigorously with several groundbreaking initiatives. Nevertheless, within this transformative context, power control has emerged as a fundamental challenge requiring comprehensive understanding and systematic resolution. Ensuring that state power operates within legal boundaries with defined limits and effective oversight is essential to preventing abuse of authority, arbitrary governance, and to upholding the rule of law while reinforcing public confidence in government institutions. This article analyzes the key challenges to power control during Vietnam's organizational restructuring process and proposes targeted solutions to ensure that reform efforts are implemented efficiently, transparently, and sustainably.
