Tại các thành phố có mật độ dân số cao, những đối tượng có thu nhập thấp ngày càng phải chi trả nhiều hơn cho chi phí nhà ở. Việt Nam đã triển khai nhiều chính sách phát triển nhà ở xã hội (NOXH) tại các đô thị lớn. Nhưng để sở hữu một căn hộ NOXH tại Hà Nội, dù trả góp với lãi suất ưu đãi, cũng vượt quá khả năng chi trả của nhiều người thu nhập thấp. Mô hình NOXH cho thuê được cho là lời giải cho bài toán này. Tuy nhiên các dự án NOXH cho thuê được quản lý vận hành chưa tốt dẫn tới sự xuống cấp nhanh chóng, giảm chất lượng và tuổi thọ công trình, ảnh hưởng tới sinh hoạt, môi trường sống của người thuê. Bài báo nghiên cứu đánh giá thực trạng quản lý vận hành NOXH cho thuê theo định hướng phát triển bền vững tại Hà Nội về cả 3 mặt là xã hội, kinh tế và môi trường. Từ đó, đề xuất các giải pháp nhằm nâng cao hiệu quả quản lý vận hành NOXH cho thuê trong tương lai, góp phần vào sự phát triển bền vững của đô thị Việt Nam.
Abstract
Low-income individuals increasingly have to pay more for housing in cities with high population density. Vietnam government has implemented various policies to develop social housing (SH) in major urban areas. However, owning a SH apartment in Hanoi, even with installment payments at preferential interest rates, is beyond the financial capacity of many low-income people. The model of rental SH is considered a solution to this problem. Nevertheless, rental expected projects have been poorly managed and operated, leading to rapid deterioration, reduced quality and lifespan of the buildings, and negatively affecting the living conditions and environment of the tenants. This article studies the current state of rental SH operation management in Hanoi from a sustainable development perspective, focusing on social, economic, and environmental aspects. Based on the findings, the article proposes solutions to improve the operation management efficiency of rental SH in the future, contributing to the sustainable development of urban areas in Vietnam.
