Hà Nội đã trải qua nhiều lần quy hoạch, thay đổi hình dáng, mở rộng diện tích. Tuy nhiên đến 2011, Hành lang xanh mới được xác lập trong đồ án quy hoạch chung thành phố Hà Nội đến 2030, tầm nhìn 2050. Hành lang xanh Hà Nội về bản chất giống vành đai xanh trên thế giới, cùng có tác dụng hạn chế sự phát triển lan tỏa của thành phố, bảo vệ môi trường tự nhiên, bảo vệ vùng nông nghiệp năng suất cao, vùng thoát lũ cho thành phố, tạo sự cân bằng giữa đô thị và thiên nhiên. So với thế giới, hành lang xanh Hà Nội phát triển muộn, là khu vực phức tạp gồm nhiều khu dân cư nông thôn đông đúc, khu công nghiệp, logistic…, dẫn đến không thể kìm hãm phát triển theo yêu cầu của vành đai xanh đơn thuần. Vì vậy hành lang xanh Hà Nội đòi hỏi giải pháp quy hoạch, chính sách quản lý đặc thù. Bài viết giới thiệu thực trạng phát triển, đặc điểm của hành lang xanh Hà Nội là cơ sở đề xuất giải pháp thiết kế cho khu vực.

Abstract

Hanoi has undergone many changes in shape and area expansion through different planning projects. However, it was not until 2011 that for the first time, the Green corridor of Hanoi was established according to the Master Plan of Hanoi city. Hanoi's green corridor is essentially the same as the green belt of cities around the world, aiming to limit the spread of city development, protect the natural environment, and also protect the high-productivity agricultural area, and flood drainage area for the city, creating a balance between city and nature. Hanoi city has special conditions such as late Green belt development, and the green belt area is quite complicated, including many crowded rural residential areas, industrial parks, and logistics hubs..., which cannot be contained and developed according to the requirements of the green belt. Therefore, Hanoi's green corridor requires specific planning solutions and management policies. The paper analyzes the current development situation and characteristics of Hanoi's green corridor. It introduces a form of discontinuous and non-closed green belt to suit the specific conditions of Hanoi city. This is the basis for proposing solutions for designing Hanoi's green belt.
