Assessing issuance and proposing solutions to resolve problems in the work of issuing land use rights certificates in Ba Vi district, Hanoi city.

Abstract

The research was conducted in Ba Vi district, Hanoi city to evaluate the current status of the work of granting land use rights certificates in Ba Vi district, Hanoi city in the period of 2020 - 2023, on that basis. Find out the problems and difficulties and propose solutions to remove obstacles in the work of granting land use rights certificates, bringing effective land use rights certificates to households and individuals core. Research results show that Ba Vi district has 31 administrative units with a total natural land area of ​​42,180.1 hectares. In the period 2020 - 2023, in Ba Vi district, 589 land use rights certificates for residential land have been issued, reaching 91.74 % and 40,880 land use rights certificates for agricultural land have been issued after consolidation and land exchange, reaching 89.88 % compared to the total number of land use rights certificates needed grant. Based on the analysis of difficulties and limitations in granting certificates to households and individuals in the research area, the author has proposed solutions such as: Reforming administrative procedures and popularizing, and propagating the law; Improving the qualifications of officials, civil servants, and public employees performing land registration and issuance of certificates; Solutions on facilities, science and technology; On organization and implementation to remove obstacles and improve efficiency in the work of granting land use rights certificates in Ba Vi district, Hanoi city.
