23. Assessment of the implementation of land use rights by households and individuals at the Hanoi Land Registration Office - Branch No. 3, Administrative Service Center

Abstract

The study aims to assess the current situation and propose solutions to improve the effectiveness of exercising land use rights by households and individuals at the Hanoi Land Registration Office, Branch No. 3 (covering Ba Dinh, Hoan Kiem, and Dong Da districts). During the period 2020 - 2023, the total number of dossiers processed at Branch No. 3 reached 51,713. Regarding the effectiveness of dossier settlement, approximately 86 - 91 % were handled on time, while 7 - 11 % were delayed, and 2 - 3 % were returned. A survey of citizens and officials showed that over 80% of citizens were satisfied with service quality and staff attitude; However, about 20 % reported long waiting times (1 - 2 hours) and complicated procedures. On the officials’ side, 70 % stated that overlapping legal regulations created difficulties in the handling process. Based on this situation, the authors propose several solutions, including: Improving administrative procedures and dossier processing, strengthening communication and guidance for citizens, enhancing staff capacity and service attitude, and upgrading facilities and working equipment.
