24. Assess the compensation, support when the state recovers land to implement some projects in Vinh Lai commune, Hai Phong city
Abstract
The study aims to assess the current situation and propose solutions to improve the effectiveness of compensation and support work when the State recovers land in Vinh Lai commune, Hai Phong city. The research conducted a random survey of 71 households whose land was recovered and 30 officials responsible for compensation and support at two projects. The study applied comparative methods and a five-point Likert scale to evaluate the compensation and support process. The results show that the total recovered land area of the two projects is 30,689.9 m², and the total compensation and support cost amounts to 16,850,340 thousand VND. The compensation and support work was generally carried out on schedule and in accordance with legal regulations; however, issues remain regarding compensation rates, coordination with residents, and residents’ understanding of compensation and support policies. To address these limitations, the authors propose enhancing state management and community participation, adjusting compensation rates appropriately, and improving the capacity of officials involved in the compensation and support process.
