The Documents of the 13 th  Party Congress clearly state the policy on international integration, especially the policy of peryorming 
comprehensive international integration proactively and actively in the new context.  The  article  focuses  on  clarifying  the  scientific  foundations   and solutions to promote the implementation of Vietnam’s policy of comprehensive international integration in order to realize the aspirations to develop a prosperous and happy country.
