Quan điểm “con người là trung tâm” ở Việt Nam và trên thế giới

      “Đặt con người vào trung tâm của sự phát triển” (Need to put People at the Centre of the Development) là quan điểm của Chương trình Phát triển Liên hợp quốc (UNDP) những năm 90 (thế kỷ XX), khi khuyến cáo thế giới chú trọng phát triển kinh tế nhưng không được bỏ quên con người, do những tham vọng không thật sáng suốt của không ít chính phủ. Tư tưởng này có cội nguồn từ học thuyết Anthropocentrism (cũng thường được dịch là “con người là trung tâm”), một khuynh hướng tư tưởng có trước cả thời kì Cổ đại ở châu Âu, chi phối tư duy phương Tây về sự cảm nhận thế giới từ hàng nghìn năm đến nay. 

      Ở Việt Nam, luận điểm “con người là trung tâm” được sử dụng từ đầu những năm 90. Năm 2021, tại Đại hội XIII của Đảng Cộng sản Việt Nam, quan điểm “Nhân dân là trung tâm” được đặt bên cạnh quan điểm “Con người là trung tâm” (Đảng Cộng sản Việt Nam, 2021, tr. 27). 

      Khi coi “con người là trung tâm”, con người đóng vai trò là nguồn lực, động lực, chủ thể và đồng thời là mục tiêu của sự phát triển. Trong bất cứ trường hợp nào, con người cũng không thể bị xem là công cụ hay là phương tiện của sự phát triển. Khi coi “nhân dân là trung tâm”, nhân dân là chủ thể phân biệt với chủ thể chính quyền. Nghĩa là, mọi thắng lợi sẽ không thể có, hoặc không đầy đủ, nếu xem nhẹ hoặc lãng quên vai trò của nhân dân. 

      “Need to put People at theCentreof the Development” is the viewpoint of the United Nations Development Program (UNDP) in the 90s (20th century), when recommending that the world focus on economic development but must not forget people, due to the unwise ambitions of many governments. This ideology has its roots in the doctrine of Anthropocentrism (also often translated as “human-centered”), an ideological trend that predates the Ancient period in Europe, which has dominated Western thinking about how we perceive the world for thousands of years until now.
       In Vietnam, the “human-centered” thesis has been used since the early 90s. In 2021, at the 13th Congress of the Communist Party of Vietnam, the “People are the center” perspective is placed next to the view of “human-centered” (Communist Party of Vietnam, 2021, p. 27).
       When considering “human-centered”, human play the role of resources, driving force,subjects and at the same time the goal of development. In any case, human cannot be considered
as the tools or means of development. When considering “the people as the center”, the people are the subjects that distinguish them from the subjects of the government. That is, all victories will be impossible, or incomplete, if the role of the people is ignored or forgotten.
