To continue grading state administration management up to 2015

Abstract

In the innovation process, the policy of management grading has been gradually and systematically implemented; the functions, rights and responsibilities of each level and agencies have been clearly classified. From 2005 up to now, there are 163 kinds of task to be classified to ministries and sectors; many classification contents have been institutionalized to legal documents and decrees. Classification results have met the requirements of international integration and market economy development with socialism oriented. However, in fact there still exist drawbacks, uncompleted factors that lead to misfeasance, particularly in lower grades. On the basement of state management grading goals, viewpoints and principles, to foster the grading career up to 2015, it is necessary to focus on managing the following sectors: budget, state - owned enterprises, public administration, cadres and staffs, investment and real estate management.
