The people’s armed forces in the Draft of the 1992 Constitution Amendment

Abstract

Marxist - Leninist theory on war and armed forces affirmed that the class nature of the armed forces is inevitable, and in fact, in the world, there is no "neutral", "non-political" army. The people's armed forces of Vietnam were founded, educated and trained by the Communist Party of Vietnam, being loyal in protecting the people, the Fatherland together with the Party and constitute. From the theoretical and practical viewpoints, the author proposed to amend Clause 70 in the Constitution: "People's armed forces must be absolutely loyal to the Fatherland, the people and the Communist Party of Vietnam, be responsible in protecting the independence, sovereignty, unification and national security, social rules; protect the Fatherland, the people, the Party and the socialist constitute, together with the whole people in building the country and attaining international responsibilities".
