SOLUTIONS TO CREATING LAND FUND FOR SOCIO-ECONOMIC DEVELOPMENT IN QUANG BINH PROVINCE

Abstract

To find solutions to create a land fund for the socio-economic development for Quang Binh province in the coming years, the study has shown that the results of implementation as well as identifying actors affecting the land fund creation in the province from 2015 to 2018. The secondary data for the study were collected at the Department of Natural Resources and Environment of Quang Binh province while the primary data were collected from the direct survey of 30 government officials from the provincial and district levels using a questionnaire designed according to Likert five-scale tables. After that, the data were put into MS Excel to process and analyze. The results show that from 2015 to 2018, Quang Binh province has a total exploited land area of 398.55 ha with 128 projects with a total investment of more than VND 1,792 billion. In particular, Dong Hoi city has the most land area created and Bo Trach district has the highest number of land-creation fund projects in the whole province. In addition, the study also identifies four main factors affecting the creation of land funds for the socio-economic development of Quang Binh province in the past time, including policy, finance, planning, and organization of implementation. From the results of the current situation assessment and identification of influencing factors, the study has proposed five groups of solutions to improve the effectiveness of land fund creation for Quang Binh province in the time to come.
