Experience managing the preferential capital of some middle-income countries and lessons for Vietnam

Abstract

Preferential sources (including ODA and concessional loans) are important external resources that support economic growth in many countries. Even with average incomes, many countries continue to use preferential sources of funds to meet development goals, even though they have to mobilize preferential funds under more stringent conditions. Since 2010, when Vietnam's per capita income reached US $ 1,168, Vietnam has faced new challenges, ensuring the efficient and effective use of concessional loans. The paper analyzes the experience of preferential loan management in China and Malaysia, thereby drawing lessons for Vietnam on the dynamics of attracting and using incentives, On the selection and appraisal of investment projects, on the organization of the capital management apparatus and principles to be followed, on the involvement of the private sector in the use of loans and on the role of supervision and oversight Of the state for preferential capital.
