Abstract

Preferential sources (including ODA and preferential loans) are important external resources that support economic growth in many countries. Even with average incomes, many countries continue to use preferential sources of capital to meet development goals, despite the need to mobilize preferential funds under more stringent conditions. Since 2010, when Vietnam's per capita income has reached $ 1,168, Vietnam is still facing new challenges, ensuring the efficient and effective use of concessional loans. The paper analyzes the experiences of preferential loan management in China and Malaysia, and draws lessons for Vietnam on the aspects of proactivity in attracting and using efficient concessional loans, On the selection and appraisal of investment projects, on the organization of the capital management and principles to be followed, on the involvement of the private sector in the use of loans and on the role of supervision and oversight.
