International experience on private capital mobilization policy for infrastructure development and policy implications for Vietnam

Abstract

Comprehensive, modern infrastructure plays a key role in the country's economic growth and development. In the context of budgetary resources and external funding for infrastructure development in countries, especially emerging and developing economies, tends to shrink, pushing Strongly attracting private capital for infrastructure development is an indispensable trend in many countries around the world, including Vietnam. Practices around the world show that private sector participation, Especially through public-private partnership (PPP), there are many benefits for both the private and the government. The article explores the experience of Chile, Korea - which has been quite successful in mobilizing private capital for infrastructure development. Lessons learned show the critical role of a complete legal system, investor protection mechanisms, as well as effective incentives. On this basis, the article provides some policy implications for Vietnam in attracting resources from the private sector for infrastructure development through public-private partnerships.
