DEVELOPMENT OF EARLY - ACTION TRIGGER FOR RAINFALL AND FLOOD IN QUANG TRI PROVINCE

Abstract

This paper presents the results of developing trigger thresholds for heavy rainfall and floods in the two communes of Thanh and Thuan, Huong Hoa district, Quang Tri province.
Early action based on the threshold-building method for forecasting in financial financing activities (FBF) following the guidelines of the German Red Cross (GRC). The trigger thresholds were established based on the relationship between the intensity and impact of natural disasters through the analysis of past events. The results show that, trigger threshold is proposed for flooding when the maximum 1-day forecasted rainfall reaches and exceeds 150mm, corresponding to a medium flood for two communes of Thanh and Thuan. With this trigger threshold, the forecast test for 2022 achieved relatively consistent results in terms of the value and intensity of rain and flood, providing a basis for implementing early actions to help the
community reduce the impact of natural disasters.
