Domestic journal publishing activities currently rely mainly on state budget funding but lack specific economic–technical norms. This absence creates difficulties in budgeting, cost control, and financial management, posing a major challenge to implementing autonomy mechanisms in public service units.</p> <p>&nbsp; &nbsp; &nbsp;The paper emphasizes the role of economic–technical norms as management and cost-planning tools for determining public service prices. It proposes a framework for developing such norms to ensure cost transparency, standardize technical processes, and enhance comparability across journals. Improving information literacy helps lecturers and students effectively utilize various information resources and online learning tools. It also enables them to participate more fully in scientific research activities. This study examines the development of scientific publications related to information literacy in higher education. It focuses on publication volume, growth patterns, and research trends during the period 1998-2023. The authors employed a bibliometric analysis approach using specialized software tools for data processing and visualization. Specifically, VOSviewer and Biblioshiny (RStudio) were utilized in the analysis. A total of 279 publications on information literacy in higher education, spanning from 1998 to 2023, were retrieved from the Scopus database for analysis. Several notable findings emerged from the analysis: Publication output on this topic peaked in 2021 and 2022; several top-ranked Scopus-indexed journals were identified as prominent publication venues on this topic; keyword analysis revealed that research themes in this field have centered on information literacy; the analysis also identified the countries and institutions that contributed the most publications on this topic. These findings indicate that research on the information literacy of university faculty is attracting growing interest. This comprehensive bibliometric analysis provides a foundation for guiding further studies on the topic. It highlights the significant role of technological advancements in transforming educational practices and the increase in OER adoption in higher education institutions. Factors impacting OER usage include students' perceptions, ease of use, resource quality, instructor influence, institutional influence, cost factors, impact on learning outcomes, and personal attitudes. The paper also synthesizes various theoretical models used to analyze these factors such as UTAUT, TAM, TPB, and others. Traditional search systems, which primarily rely on keywords and metadata, often fail to understand contextual nuances, leading to imprecise results and a lack of credible references. These limitations reduce the reliability of retrieved information and hinder effective analysis and decision-making. To overcome these challenges, the DataChatBot system was developed, leveraging Large language models (LLMs) in combination with advanced techniques such as external information retrieval and vector databases. As a result, the system enables information to be stored and searched as embedded vectors, enhancing semantic search capabilities, supporting logical reasoning, and delivering accurate, source-cited responses.
