Abstract

    Theorially the property of SOEs belongs to the entire people, so the people should be given opportunity to known how SOEs are operated; and a factor that ensures the transparency is that the operation of SOEs and State economic groups needs an independent and objective auditing and this auditing report should be made public.

    Restructure of SOEs, especially the State economic groups is not an easy task and it needs to be carried out with a firm political determination.

    Restructure is not merely a change in the function of the market, but first of all it is basically the political and economic issue./.
