Abstract

In recent decades, humanity has witnessed and benefited many achievements because of the brilliance of science - technology brings, especially the achievements of medicine, the information technology and biotechnology. Science and technology today has become a direct productive force, is the main driving force to promote the economic development of many national society in the world and, more important, it is opening up a foundation new economy, a new civilization for all humanity: the knowledge economy and intellectual civilization. Therefore, in this day and age, any country aware of the role science and technology, said the investment focus satisfactory for the development of science and technology, then that country will have conditions rapid spurt in economic and social development, soon joined the ranks of countries with highly developed economies of the world.
