Factors affecting the participation of communities of minorities in poverty reduction (Case Si Ma Cai, Lao Cai province)

Abstract

Si Ma Cai is a poor district, with over 90% of the community of ethnic minorities (Hmong, Nung, Thu Lao) living, with socio-economic conditions are difficult. The programs and policies to support poverty reduction as Program 134, P135, Resolution 30a, ... has contributed to improve the living conditions for the people, significantly reduce the poverty rate from 62.52 districts % in 2010 to 43.87% in 2012 (Ministry of Labour, Invalids and Social Affairs, 2013), the average annual decrease of 9.3%. However, results are not sustainable poverty reduction, poor re often occurs in a part of ethnic minority communities; community involvement of minorities in poverty reduction programs are limited, sentiment appears to expect, dependence on the state, not trying to escape poverty. On the basis of assessing the situation, analyze the influencing factors, the article proposes a number of measures to promote the participation of communities and ethnic minorities in poverty reduction in Si Ma Cai in particular and on the range nationwide general.
