10. Assess the implementation situation of some state management contents on land in Ninh Binh province

Abstract

This study evaluates the implementation of Land Law 2013 in Ninh Binh province through some contents of State management on land. Studied result showed that the state management on land in Ninh Binh province was significantly improved. Digital cadastral maps of the province was made for 57.87% of the total natural area; 28/43 commune - level administrative units have built the cadastral database. Land use planning was implemented synchronously for the whole province, meeting the objectives and requirements for socio - economic development, security - defense, effective and sustainable use of land. In the province, land has been allocated, leased, changed the land use purpose for 827 projects (1878,5 ha) and recovered 1994.0 ha in order to implement investment projects; of which, Ninh Binh Department of Natural Resources and Environment was in charge of 89 cases, district administrative units was in charge of 436/443 cases regarding complaints and denunciations about land use. Besides achievements, the state management on land of the province still has limitations. Based on studied results, solutions for improving the efficiency of the state management on land were proposed for Ninh Binh province.
