However, to maximize the potential of talents, the policy system needs to be strongly and dramatically improved, creating a favorable environment for development, dedication and creativity. The article discusses breakthrough solutions to policies for training, attracting and promoting talents to build a high-quality workforce so as to serve the development of science, technology, renovation and national digital transformation. These groups of breakthrough solutions contribute to creating a solid foundation for the country's sustainable development in the context of the digital age.
