He considered teaching a highly honourable profession and regarded teachers as “soldiers on the ideological and cultural front”, playing a decisive role in the “cultivation of people” and in training generations to carry on the revolutionary cause. In the current context, the Communist Party of Viet Nam and the State have promulgated a series of new policies, notably the Politburo’s Conclusion No. 91-KL/TW (2024) on further implementation of Resolution No. 29-NQ/TW, Resolution No. 71-NQ/TW (2025) on breakthrough development in education and training, and the Teachers Law No. 73/2025/QH15 (2025) – the first sectoral law on teachers. Drawing on Ho Chi Minh’s thought on teachers, this article clarifies the core contents relating to the position and role of teachers, their qualities, style and methods; analyses new requirements for the teaching workforce in the context of implementing Conclusion 91-KL/TW, Resolution 71-NQ/TW and the Teachers Law; and proposes several orientations and policy implications for educational management in order to build a teaching workforce that is both virtuous and competent, politically steadfast, ethically committed, professionally capable and digitally competent, thus meeting the demands of educational reform and national development towards 2030 and 2045.</em></p>2026-02-20T00:00:00+07:00Copyright (c) https://vjol.info.vn/khqlgd/article/view/133064DIGITAL TRANSFORMATION AS A KEY SUCCESS FACTOR FOR EDUCATIONAL AND TRAINING REFORM2026-03-05T02:52:51+07:00MINH OANH NGÔ oanhnm@hcmue.edu.vn<p><em>This paper examines the process, perspectives, and key requirements of educational and training reform in Vietnam in the context of the Fourth Industrial Revolution (Industry 4.0). It clarifies the interrelationship between educational innovation and digital transformation, highlighting how the advantages and achievements of Industry 4.0 should be leveraged to accelerate digital transformation in the education sector. In particular, digital transformation is viewed as a necessary driver for renewing educational content, teaching and learning methods, and educational governance and management models. The paper also presents the guiding principles and legal framework for digital transformation in education, outlines core areas of implementation, and reviews major achievements of the education and training sector in recent years. This study aims to identify the current situation of injury-prevention education for preschoolers in Binh Chanh Commune, Ho Chi Minh City. A mixed-methods approach combining theoretical analysis and field surveys was employed, with data collected from 115 administrators and teachers across five preschools. The findings indicate that injury-prevention education has been relatively comprehensively implemented. However, disparities remain in participants’ perceptions of objectives, program content, methods, and implementation conditions. The provision of foundational knowledge and the development of skills to respond to complex situations-such as drowning prevention and traffic safety-are still limited. Experiential and practice-based methods are not widely utilised. This study, using a correlational research design, measured the levels of research self-efficacy and research interest among undergraduates at a university in Vietnam. It also examined whether there was a statistically significant relationship between the two variables. A convenience sampling method was used to recruit a sample of 379 students who completed an online questionnaire. Results indicated that the students demonstrated moderate levels of research self-efficacy and research interest and there was no statistically significant correlation between the two variables. This study investigates the levels of awareness, readiness, challenges and the application of global competence in the professional practices of teachers and school managers in Vietnam. Data were collected through a questionnaire-based survey involving 286 participants. The findings indicate that participants generally demonstrated moderate to high levels of awareness and readiness, particularly in recognizing the importance of intercultural education. However, the implementation of global competence continues to face several challenges, including limited foreign language proficiency, time constraints, complex administrative regulations and insufficient institutional support. In professional practice, the use of technology to integrate global elements was more prevalent than direct collaboration with international partners. Secondary data from the university's activity report shows that Tra Vinh University has achieved significant accomplishments in faculty scientific publications and the development and accreditation of internationally standardized training programs; its WURI ranking increased from 62nd (2022) to 29th/400 (2025) thanks to strategies encouraging autonomous goals. However, limitations remain, such as the fact that only 33.3% of faculty members hold doctoral degrees and revenue from science and technology accounts for only 3.3% of total revenue. The study proposes an “OKR-AI TVU” model that integrates Objectives and Key Results with artificial intelligence to personalize goals and enhance intrinsic motivation. The research methodology combines secondary document analysis and SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis. The results show that the model has the potential to increase research productivity by 25 - 40% and reduce employee turnover. Using a comparative analytical framework, the study contrasts the principles of dialectical and historical materialism with methodological orientations commonly associated with mainstream economics, such as positivism, marginal analysis, mathematical modeling and econometric techniques. The analysis identifies key differences in underlying worldviews and research orientations: Marxist - Leninist political economy emphasizes historical context, structural relationships and socio-economic transformation, whereas mainstream economics tends to prioritize formal modeling, micro-level analysis and empirical validation. At the same time, the study highlights areas of methodological complementarity between the two traditions. This study identifies the determinants of students’ intention to use and examines the mediating role of customer trust. Using a snowball sampling technique during a three-month period (January - April 2025), survey data from 378 Vietnamese undergraduates were analyzed using partial least squares structural equation modeling (PLS-SEM). Results indicate that trust is the dominant mediator linking usage experience and social proof to intention to use. User reviews exert the strongest effect on trust, followed by perceived convenience and perceived quality. Notably, influencer endorsements have no significant impact. The study recommends that language-learning platforms prioritize user-experience improvements and encourage authentic user feedback rather than relying primarily on KOL-driven promotion. Survey data were collected from 140 students using a 5-point Likert questionnaire measuring two motivational dimensions, Value and Enjoyment and Confidence and Persistence, as well as perceived reading comprehension. Pearson correlation results indicated that both motivational dimensions were positively associated with perceived reading comprehension. Multiple linear regression further showed that Value and Enjoyment and Confidence and Persistence significantly predicted perceived reading comprehension and the model accounted for 46.3 percent of the variance with R-squared equal to 0.463. The article analyzes the fundamental shift in internal quality assurance management. Through qualitative research methods combined with case study analysis, the study clarifies the philosophy of the AUN-QA IQA Framework 2024 and the operational logic of the Management Toolkit 2025. Research findings show that the new model has dismantled the mindset of management based on mere technical processes and replaced it with an integrated governance ecosystem philosophy, in which quality is no longer the result of isolated administrative controls but is created from the organic interaction between strategic and operational factors and a culture of continuous improvement. The data of this qualitative study were obtained through semi-structured interviews with ten non-English major students from different disciplines at a higher education institution. The data were thematically analyzed to identify key themes reflecting learners’ perspectives. The findings reveal that students perceive the use of information technology as offering multifaceted benefits for autonomous English learning, comprising convenience and access to diverse learning materials, interactive and engaging learning experiences, and flexibility. However, several challenges were also identified, including reduced focus and learning efficiency, information overload, and difficulties in maintaining self-discipline. Using survey questionnaires and interviews with 164 administrators and teachers, the findings indicate that schools perform well in planning and implementation, particularly in personnel assignment and content definition. A significant finding indicates that the PDCA cycle in managing experiential activities has not been operated in a balanced manner, reflecting a tendency toward administrative-oriented management rather than quality management.
