Tóm tắt

Bài viết bàn về vai trò của hệ thống thiết chế văn hóa cộng đồng (trường học, cơ sở tín ngưỡng, bệnh viện, nghĩa trang) và tập quán văn hóa trong cơ chế bảo tồn di sản văn hóa của người Hoa ở Việt Nam. Theo tác giả, thiết chế văn hóa và tập quán văn hóa giống như không gian và thời gian trong cơ chế bảo tồn di sản văn hóa. Bất cứ thành tố nào trong hệ thống này bị khiếm khuyết đều ảnh hưởng trực tiếp tới cơ chế vận hành và sự tồn vong của di sản văn hóa. Từ đó, tác giả khuyến nghị nhà nước chỉ nên đóng vai trò hậu thuẫn, tạo điều kiện hành lang pháp lý, quy tắc ứng xử, nguồn lực… cho công tác bảo vệ di sản văn hóa. Tránh tư duy bao cấp, làm thay hay can thiệp thô bạo vào hoạt động của văn hóa cộng đồng. Trên thực tế, cơ quan nhà nước đóng vai trò quản lý, chứ không tham gia truyền thừa di sản văn hóa.
ABSTRACT
OUTLINING THE MECHANISM FOR CONVERSATION OF THE CULTURAL HERITAGE OF CHINESE PEOPLE
The paper discusses the role of community cultural institutions (schools, beliefs, hospitals, cemeteries) and cultural practices in the mechanism for conservation of the cultural heritage of Chinese people in Vietnam. According to the author, cultural institutions and cultural practices are like space and time in the mechanism of conservation of cultural heritage. A lack of any of these components in this system will have a direct effect on the operation and survival of the cultural heritage. From that viewpoint, the author recommends that the state should play a supporting role and facilitate legal corridors, codes of conduct and resources ... for the protection of cultural heritages, and avoid subsidization, performance of the work on behalf of the others or exceeding interference in the activities of community culture. In fact, state agencies play a managerial role rather than propagate the cultural heritage.
