Vùng biển nước ta có các hệ sinh thái (HST) nhiệt đới điển hình như rừng ngập mặn, thảm cỏ biển, rạn san hô... Đây là các sinh cảnh có môi trường sống lý tưởng cho các loài sinh vật biển, là bãi đẻ, nơi ương ấp ấu trùng, nơi cung cấp nguồn giống thủy sản tự nhiên để duy trì sự phát triển nguồn lợi thủy sản. Các HST biển và ven biển còn đóng vai trò quan trọng về môi trường như điều chỉnh khí hậu, điều hòa dinh dưỡng trong vùng biển thông qua các chu trình sinh địa hóa...
Tuy nhiên, trước sức ép của sự gia tăng dân số và sự phát triển kinh tế, xã hội trong thời gian qua, các HST biển và ven biển nước ta đã và đang bị suy thoái nghiêm trọng. Vì vậy, cần gấp rút xây dựng các giải pháp hợp lý nhằm phát triển bền vững các HST biển và ven biển: Hoàn thiện hệ thống luật pháp bảo vệ môi trường biển; Thành lập các khu bảo tồn biển; Quản lý biển và vùng bờ theo cách tiếp cận không gian; Phục hồi và tái tạo các HST bị suy thoái; Đẩy mạnh công tác thông tin tuyên truyền và giáo dục nâng cao nhận thức cho cộng đồng; Khuyến khích phát triển các mô hình quản lý dựa vào cộng đồng; Tăng cường hợp tác quốc tế trong lĩnh vực bảo tồn các HST biển và ven biển.
ABSTRACT
Our sea boasts different ecosystems such as mangrove forests, seagrass beds, coral reefs,... These are ideal habitats for marine animals. They are the beds for the animals to lay eggs, and raise the larvae. Therefore, these places are the natural source of fry necessary for the development of the national fishery. Marine and coastal ecosystems play an important role regarding the environment such as making the climate equable, regulating the allocation of nutrients in the sea through biogeographical processes.
However, under the pressure from the recent increase of the population and the economic and social development, our marine and coastal ecosystems are deteriorating badly. Consequently, it is urgent for us to find proper solutions for sustainable development of the marine and coastal ecosystems: Completing the system of laws to protect the marine environment; Establishing marine reserves; Controlling the sea and its coastal areas; Restoring degenerating ecosystems; Strengthening propaganda and education services so as to heighten the people’s consciousness; Recommending controlling methods based on communal cooperation; Consolidating international cooperation in the preservation plans to protect marine and coastal ecosystems.
