Hầu hết các công trình khoa học đã công bố về tài nguyên nước và môi trường lưu vực sông Hương đều mặc nhiên thừa nhận rằng tài nguyên nước trong lưu vực chỉ có một mục tiêu sử dụng duy nhất là thủy lợi phục vụ nông nghiệp. Quá trình phát triển kinh tế-xã hội của địa phương đang kéo theo nhiều vấn đề, cả về môi trường và xã hội, đặt ra cho lưu vực sông Hương nhiều thách thức, mà thách thức lớn nhất là sự phát triển của lưu vực chưa bền vững.

Muốn giải quyết được những vấn đề mà lưu vực sông Hương đang phải đối mặt cần phải ứng dụng thực hành tiếp cận quản lý tổng hợp lưu vực sông, mà cơ sở quan trọng để triển khai thực hiện quản lý tổng hợp là các quan điểm, mục tiêu sử dụng tài nguyên nước và môi trường của địa phương. Bài này đặt mục tiêu phân tích các quan điểm, mục tiêu sử dụng nước và bảo vệ môi trường lưu vực sông của quốc tế, quốc gia, các điều kiện tự nhiên và xã hội, quy hoạch phát triển trong 10 năm, 20 năm tới của địa phương để đưa ra các quan điểm, mục tiêu sử dụng tài nguyên nước và môi trường lưu vực sông Hương. 

ABSTRACT

Most of the published scientific works concerning the water natural resources and environment of the Hương river basin implicitly admit that there is an only objective for the use of water resources here: Irrigation for agriculture... The socio-economical development of the area brings forth various environmental and social problems that are really challenges to the conditions of the Hương river basin. The biggest problem is the fact that there has not been an  instable development process for this place.

So as to find solutions to the issues the Hương river basin are facing, one should be able to achieve a practical comprehensive control of the whole place and the fundamental basis for this comprehensive control should be the viewpoints and objectives concerning the locals’ use of the source of water as well as the environment. This article aims at an analysis on international and national viewpoints and objectives regarding the use of the waters and preservation of the environment of river basins as well as on the natural and social conditions of the area and the local authority’s development planning for the next 10, 20 years. The analysis will help suggest proper viewpoints and objectives for the use of natural resources and environment of the Hương river basin.
