Tập Xuyên Ngô Đức Kế là một trong những hội viên tích cực của Duy Tân hội đầu tiên bị Pháp kết án lưu đày ra Côn Đảo vào năm 1908. Tại nhà tù Côn Đảo, trước sự việc viên Quản đốc nhà tù là Joseph O’ Connell - người đã thi hành một chính sách khai phóng nhân đạo đối với tù nhân - bị bọn Hoa thương câu kết với kế toán nhà tù kiện lên Thống đốc Sài Gòn và bị triệu hồi, cụ Tập Xuyên đã viết đơn bênh vực cho O’ Connell và khiếu kiện về chính sách đối xử với tù nhân. Tác giả bài viết cũng công bố lá đơn của cụ Tập Xuyên viết ngày 3/1/1917, hiện đang lưu giữ tại Trung tâm Lưu trữ Hải ngoại ở Aix-en-Provence (Pháp).

ABSTRACT

Tập Xuyên Ngô Đức Kế was one of the first enthusiastic activists of Duy Tân Association to be exiled by the French to Côn Đảo in 1908. At the prison on the island, learning that the Chinese merchants plotted with the accountant of the prison to bring to the Governor of Saigon a suit against the warden named Joseph O’connell who had applied an open and humanitarian management towards the prisoners, and the kind man was in the end withdrawn from the position, Tập Xuyên wrote a petition defending Joseph and complaining about the prison’s policy towards the prisoners. The author also published the petition which was written on Jan3,1917. This document is now kept at the Archive for Foreign Documents in Aix-en-Provence (France).
