State-Owned Enterprises: Missions, Functions and Developmental Orientations

State-owned enterprises (SOEs) are a fundamental entity of the Vietnamese economy. After several reforms, SOEs remain irreplaceable holding a dominant position in the market of many sectors where private enterprises should have been empowered. A new context of international economic integration as well as science and technology in the coming period shall raise numerous issues. Hence, it is necessary to define the role of SOEs as well as SOEs reform. This article discusses the above-mentioned issues, providing a reference for the economic restructuring process in Vietnam.
