Abstract
To inspire a shared vision of a prosperous, happy and high-income developed country by 2045, it is necessary to mobilize comprehensive national strength and creativeness for development, of which cultural and human resources play crucial roles. The 13th National Party Congress of Vietnam has introduced new viewpoints of promoting cultural values and strength of the Vietnamese people.
