The Goals and Focus of Further Building and Completing the Vietnamese Socialist Rule of Law State in the New Period

Impacts of Capital Resources on the Livelihood of Thai People Resettled by Ban Ve Hydropower Plant in Thanh Son Commune, Thanh Chuong District, Nghe An Province

Thai people has resettled by the construction of Ban Ve Hydropower Plant in Thanh Son commune, Thanh Chuong district, Nghe An province for about 15 years (2009-2024). Most people commented that although their current infrastructure and life are better than in the old residence, compared to the general level of Nghe An province, the lives of resettled people are still at an average level, the rate of poor households remains high, and people’s livelihoods keeps facing many diﬃculties. Many reasons lead to the above situation, i.e., some households have not been given enough land for production, and extreme weather has aﬀected crop productivity and output. The paper uses the sustainable livelihood theory of the UK Department for International Development (DFID) with ﬁve sources of capital (human, natural, ﬁnancial, social, physical) to evaluate the current life and livelihood of resettled Thai people in Thanh Son commune.

China’s experience in managing off-budget state financial funds and policy suggestions

Extra-budgetary funds are a ﬂexible ﬁnancial tool that supplements the national budget and mobilizes social resources for public sector activities. These funds can be used to support investment in areas requiring encouragement, contributing to economic and social development. However, to ensure effectiveness and transparency, the government must tightly manage extra-budgetary funds, ensuring they align with the country’s economic and social development at each stage. China’s experience in managing these funds can be a valuable lesson for Vietnam as it reﬁnes relevant legal policies.

The Green Transition of Vietnam’s Maritime Industry: Reality and the Implementation Roadmap for Hai Phong Port toward Green

The 2023 World Maritime Day adopted the theme “Marpol at 50 - Our Commitment Goes On” to highlight the International Convention for the Prevention of Pollution from Ships. As the world shifts towards developing green industries, Vietnam’s maritime sector also faces the critical task of reducing greenhouse gas emissions and reducing environmental pollution. This article presents the criteria for Green Ports, the Green Transition plan as well as the roadmap for the development of green seaports of Vietnam’s maritime industry, while also analyzes the case of the development of Hai Phong Green Port as a testimony to Vietnam’s maritime sector’s determination and efforts in the Green Transition.

Gender Aspects in Observing and Interpreting Drought and Saltwater Intrusion among Agricultural Production Communities in Tra Vinh Province

Studies on natural disasters and climate change show that men and women are aﬀected in diﬀerent ways, and they also have diﬀerent response capabilities based on their knowledge, resources and social position by each culture. Qualitative research results in Kinh and Khmer communities in Tra Vinh province, whose main livelihood is agricultural production, reveal that there are both similar and diﬀerent understandings between men and women about extreme drought and saltwater intrusion in the area. The reason for the diﬀerence is mainly due to gender stereotypes in the division of family labor.

The Impact of Homeostasis Imbalance towards Holistic Wellness - From a Disciplinary Approach of Science of Consciousness

The article presents some fundamental insights into the essential role of homeostasis in holistic wellness from the progressive achievements of interdisciplinary sciences of consciousness, including Neurophysiology, Epigenetics, Psychoneuroimmunology and Quantum Biology. Instead of relying on unsustainable external support, advanced studies propose the application of alternative medical methods, aiming to activate the enormous metabolic and regenerative potential of the human body - a highly advanced biological system that is inherently structured in a comprehensive and synchronous manner, thereby re-establishing a state of homeostasis, developing sustainable physical, mental and environmental health. In-depth knowledge, correct awareness and belief based on a solid foundation of progressive scientific achievements are the paramount keys to a true and sustainable development of mankind.

The thesis is presented in 4 chapters. Chapters 1 and 2 present a literature review, theoretical basis, and research methodology. Chapters 3 and 4 analyze the current situation of family structure change in rural areas of the Red River Delta, and clarify some factors affecting this change.

The thesis was successfully defended at the Academy-level Thesis Evaluation Council, meeting at the Academy of Social Sciences in 2023.
